Boundaries are established to offer both a higher quality use of developed land and to limit the consumption of valuable land for other resources: farming, tourism, recreation, scenic beauty, water and air quality management, and bio eco reserves. Where possible, cities and coastal villages are nested north into foothills or coastal headlands, and not on steep slopes, summits or headlands.
